Ntp not updating system time

It did, after reboot ntpd got the right date and ntpdate showed a small skew : That solves my problem, it's a pity that I didn't manage to find the reason to share here for people with the same problem in the future.
If this is a virtual server then there are other things you need to do to keep ntp in check on linux.

I am having issues with 36 routers not sysncing with NTP server.
My NTP server is working fine as I have other devices syncing to it.
